This is a Vietnamese pancake that includes rice flour and pork belly or shrimp.  The following recipe provides a great overview on how you can make it.

Banh Xeo Batter Pork Belly Bean Sprouts Prawns

Clean, rinse, and boil the pork belly.

Slice cooked pork belly into thin 1 inch slices

Peel and boil shrimp or prawns.  Slice in half.

Oil the skillet on medium high heat

Add onions, shrimp, pork until sizzling

Pour in banh xeo batter until covering filler ingredients

Cook until batter is sizzling

Fold banh xeo in half

Use fish dipping sauce called "Nuoc Mam" for drizzling sauce
